日本私立高等教育管理的特点及启示

摘　　要：日本的私立高等教育管理有着自己的特色:教育管理体制实行分权制,分级对口管理;公立学校与私立学校的管理部门分开,以避免管理行为的混乱;以宏观管理为主,管理主要体现为一种服务;教育法制健全,依法管理的规范性强;经费资助是对私立学校实施行政管理的重要方面,是国家对私立学校实行管理的手段。随着社会主义市场经济体制的完善和高等教育体制改革的深入,我国的民办高等教育将有一个较大的发展, 在发展中借鉴汲取他国的有益经验,对我国民办高等教育的发展大有裨益。Japan adopts the decentralized system in educational management. The administrative authorities for statesponsored institutions of higher learning are separated from those for private universities and colleges to avoid overlapping of management behaviors. Educational management in Japan is a kind of regularized macro-level service guaranteed by a complete set of laws and regulations. Here, financial support plays an important role and serves as the major means for the government to control over the management of private universities and colleges. Along with the improvement of socialist market economy system and the deep going of higher education system reform, private higher education in China will enjoy a more remarkable progress. In this sense, it is of great benefit to learn other countries＇ successful experience for the development of private higher education in China.
