双重二元经济结构下的城乡统筹发展

摘　　要：在统筹城乡发展的过程中,人们往往强调城乡二元经济结构而忽视了农村内部二元经济结构。事实上,由城乡二元经济结构和农村内部二元经济结构混和而成的双重二元经济结构已经成为国民经济的重要特征。本文认为,农村内部二元经济结构和城乡二元经济结构之间存在强化效应和反弹效应,共同规定和制约着我国二元经济的发展状况,并有针对性地提出了双重二元经济结构下统筹城乡发展的政策建议。In the process of economic development in both the urban and rural areas, people tend to stress the dual economic structure of urban and rural areas while neglect the dual economic structure within the rural area. The author observes that there exists a system of double dual structure composed of two dual economic structures： the one of urban and rural areas combined, and the one within the rural area. In fact, this is an important feature of the Chinese economy now. The author points out that the intensification effect and rebound effect between the two dual structures determine and restrict the development of China＇s dual economic structure. In line with this observation, the author puts forward suggestions for policy making concerning the development of urban and rural areas as a whole within this system of double dual economic structure.
