WTO新一轮农业谈判中的“新蓝箱”措施评析

摘　　要：新一轮农业谈判多哈回合谈判框架协议,对农业国内支持政策“蓝箱”措施进行重新定义。根据《农业协议》规定,发达国家需逐渐削减黄箱措施对农业的综合支持量,而“新蓝箱”措施的出台与WTO农业谈判追求贸易自由化的进程相悖。本文概括世界各国蓝箱措施的实施情况,分析“新蓝箱”措施出台的背景、原因,客观评价“新蓝箱”对国际农产品贸易格局的影响。In the new round of agriculture negotiates, the frame agreements of Doha Round Negotiates redefine the blue box measure of domestic support policy to agriculture. According to the stipulations of “agricultural treatment” , the developed countries need to cut down aggregate measurement of support to agriculture gradually, which is included in the amber box measure. However, the issue of “new blue box” measure runs counter to the process of WTO agriculture negotiates pursuing trade liberalization. This paper summarizes the performances of blue box measure in the countries all over the world, analyses the backgrounds and reasons of “new blue box” , and appraises its impacts on international agricultural product trade pattern objectively.
