摘　　要：目前我国城市规划行政中存在滥用权力的现象。城市规划行政应坚持“权利本位”,以维护和保障行政相对人的权利为根本目的。建立行政信赖保护制度是在城市规划中实现权力控制与权利保护的一种有效途径。Nowadays,the phenomenon of abusing the administrative power of city planning exists with the urban planning administration.The city planning administration should insist on the“right standard”, take protecting and guaranteeing the right of the opposite person for administration as the ultimate goal.it is an effective way to reach the goal of control and protection of rights in city planning by establishing the dministrative trust protection system.
