摘　　要：效益与效率是两个不同的概念,它们既有区别又有联系:追求效益必须考虑效率,即考虑效益实现的速度问题;只追求效率而不计成本即不考虑效益,这样的效率是没有意义的。当前侦查机关应树立广义的效益、效率观,制定相关制度,改革刑侦工作体制,创新刑侦工作机制,优化侦查资源配置,建立多元化的侦查模式体系,从整体上提高侦查的质量、效益和效率。Investigation benefit and investigation efficiency are two different concepts. They are different, but they are related too. Efficiency must be considered when seeking benefit, that is to say, to consider the speed of realizing the benefit. Seeking efficien- cy only and ignoring cost is not the way of seeking benefit. Such efficiency is meaningless. In present period investigation organs should build generalized sense of benefit and efficiency, formulate related systems, reform criminal investigation working system, innovate criminal investigation working system, better supplement of investigation resources, set up diversified investigation mode system and improve investigation quality and efficiency from the whole.
