摘　　要：图书馆的立法在全球已经形成一种大的趋势,在信息高度发展和依法治国的新世纪,我国图书馆立法工作相对滞后,给图书馆事业的发展带来了诸多不便。指出了图书馆立法工作的迫切性和必要性,建设性地提出了图书馆立法在宪法的指导下应该遵循的6项原则。Library lawmaking have been becoming a great trend in the world. In the new century of high developing information and administering a country based on laws, comparatively the library lawmaking in our country falls comparatively behind so that it brings about inconvenience for library undertakings. This article discusses six aspects such as： library lawmaking is the needs of times, social service, enhancement of social status of the library, internal management and operation, outlay guarantee and united standard. Meanwhile, it points out that it is necessary and urgent in library lawmaking. And it constructively puts forward that library lawmaking should follow six principles under the constitutional guidance.
