摘　　要：经济市场化进程的加快和外部环境的变化,要求我国政策性银行对其业务重点进行调整。与此同时,政策性银行也需要对自身的经营机制进行转变:一是应当在未来更多地依靠市场机制求得发展,但决不能背离政策性原则而片面追求商业化;二是应当在未来构建多元化的产权主体,但应保证政府绝对控股;三是应当在未来形成多样化的金融体系,但必须控制规模。The quickening of the market-based process of economy and the change of the external environment condition require China＇s policy banks to adjust its business especially. At the same time, policy banks need change their own operating mechanism too：first, they should rely on the market mechanism to try to get and develop more in the future, but must not deviate from the policy principle and pursue commercialization one-sidedly; second, they should construct pluralistic main part of property right in the future, but should guarantee the government controls of interest definitely; third, they should form diversified financial systems in the future, but must control the scale.
