摘　　要：从经营性用地需求的角度出发,分析土地需求者选择城市边缘区农地进行开发的成本、区位与政策因素,讨论了土地开发商获得城市边缘区农地开发权所面临的政府垄断的市场环境,从成本效率的角度提出了一个市场化的农地城市流转模式,并对该流转模式的绩效进行了探讨。This paper analyzes the function of such factors as cost, position, and policy in choosing the city fringe land for development, and discusses the market environment of government monopoly which developers have to face when they want to get the development rights. The paper also puts forward a market-based rural-urban land conversion mode in terms of cost and efficiency, and probes into the performance of the model.
