县级土地利用总体规划中“城镇建设用地”规模增量分解方法探讨——以湖南省望城县土地利用总体规划为例

摘　　要：在对上轮土地利用总体规划(1997-2020)中对新增城镇建设用地分解存在不足论述的基础上,针对望城县土地利用总体规划修编的实际,找出影响新增建设用地规模量的城镇化水平、区位条件等五个因素,通过APH法确定各影响因素的权重,结合各乡镇相关因素的具体数据进行标准化后对各乡镇进行综合打分。根据各乡镇所得分值的不同,对新一轮土地利用总体规划中全县城镇新增建设用地进行了合理的分解,通过该方法的应用对提高新一轮县级土地利用规划编制的科学性、权威性做了有益地探索。On the basis of a discussion about the limitation in the last round of state land planning （1997-2010） ,this paper the five factors that affect the adding land index of towns, including the level of urbanization and location conditions, By means of APH method the proportion of each factor is educed and the standardization of the original data of the five factors is established, thus determining an integrated mark for each town in Wangcheng County, The application of the method has been useful for ensuring the new round of state land planning to be more scientific and authoritative.
