摘　　要：因为技术和资费等优势,IP电话(VoIP)引发了全球电信市场的重大变革。经过10多年的发展,IP电话技术逐步消除了话音质量差的主要障碍,已经从简单的互联网应用向电信业务转变。由于运营门槛的降低,其运营商不仅包括传统电信公司,还包括Internet业务提供商(ISP)、专门的IP电话业务提供商以及第三方业务提供商等新兴的IP电话业务提供者。由于不同运营商地位和优势的差异,加上针对不同的居民和商业用户提供不同质量的IP电话业务,从而形成了他们各自不同的运营模式。With the advantages of technology and tariff, VolP arouses a great reform m global telecom market. After 10 years＇ development, VolP technology has gradually solved the major obstacle of low-quality voice, and evolved from simple Intemet applications to telecom services. With the lowering of operation threshold, the carriers of VolP not only include the traditional telecom corporations, but also include ISPs, special VoIP service providers, third-part service providers and other emerging VoIP service providers. Because carriers have different status and advantages, they provide the VoIP services of different qualities for different residential and commercial customers. And then different operation modes are formed.
