摘　　要：电信运营企业的竞争力受多方面因素影响,而且因素间的关系错综复杂。本文以重庆市电信运营企业为例,运用解释结构模型(ISM)法,从复杂的因素及因素链中,找到影响电信运营企业竞争力的表层原因、中层原因和深层原因,为电信运营企业如何提高竞争力提供了初步的宏观上的决策建议。The competitive power of telecom servings was influenced by many factors, and the relationship of the factors is complex. This paper take Chongqing telecom servings as an example, on the basis of the interpretative structural modeling （ISM）, finding the surface-level factors, middle-level factors and deep- level factors from all of the complex factors. In the end, we provide some advices of macro decision-making for improving the competitive power of telecom servings.
