摘  要:中国电信运营企业推进国际化初露头角,但与发达国家相比仍有不小差距。主要是缺乏“走出去”的压力和动力、缺乏国际运营经验、缺乏配套措施和国际信息平台等。在战略定位上主要涉及投资、业务和人才。投资要根据企业的战略意图选择不同的投资方式;业务上则要从比较容易操作和比较稳妥的转售、移动和IP做起;在人才问题上要实施人才优先战略,进行规划和培训,并积极引进、建立人才管理平台等。China's telecom earriers have made the first step of intemationalization, but compared with that of developed countries, we still have many insufficiencies, namely, the lack of pressures and motive of "going-out", experiences of international operation, supporting measures and international information platform etc. The strategic orientation chiefly concerns investments, services and human resources. Different investment modes should be adopted aceording to the strategy intent of enterprises; the services should begin with resale, mobility and IP which are reliable and can be easily operated; human resources should be put in the first place, so the relevant planning, training and introduction work should be carded out, and the management platform for human resources should he constructed.
