高校科研政策制定、执行与评估的影响因素

摘　　要：影响高校科研政策制定的要素有学校内外管理体制、学校类型、学校的办学指导思想和方针等。影响高校科研政策执行的因素有科研政策的弱规范性质,科研政策主体的影响,科研政策客体的影响,临时性和随意性决策的影响。高校科研政策评估的影响因素:科研人员是否真正享有科研政策利益主体的地位,是否极大地调动了科研人员的积极性,;学术自由是否得到充分尊重和发扬;科研实验设备、科研资源是否得到最充分的利用;是否促进了学科的发展;是否促进了为学校及社会造就和培养大批高素质人才;是否有利于科研成果的产出;科技成果是否得到了最充分有效的转化等。Such factors as the internal and external management systems, the type of universities or colleges, and the guiding thought and lines of school running all exert an impact on the formulation of the research policies of higher education institutions. Those factors that affect the implementation of research policies include the weak regulative nature of the policies, the subject and object of the policies as well as the temporary and arbitrary decisions - makings. And the influential factors of the evaluation of research policies include whether the research fellows enioy the position of interest subject, whether the enthusiasm of the research fellows are greatly mobilized, whether the academic freedom is fully respected and developed, whether the laboratory equipment and research resources are sufficiently utilized, whether the development of subjects is well promoted, whether a large number of high- quality talents are thus cultivated for the universities and the society as a whole, whether it leads to the research achievement and whether such achievement is fully and effectively transferred into real productivity.
