摘　　要：金融是现代经济发展中的核心。金融资源已成为新疆经济增长与发展的关键性约束条件。本文通过对始于2003年下半年至今的紧缩性金融调控政策给本不存在投资过度增长与通货膨胀的新疆造成诸多不良影响的分析,一方面说明建立适应地方经济发展需要的地方性金融机构体系的必要性;另一方面说明区域经济发展水平的差异性与发展周期的非同步性需要差异性金融调控政策的主张。Finance is the core of the contemporary economic development. Financial resources have become the crucial constraints to economic growth and development in Xinjiang. This paper analyzes some effects and the reason of tight financial control policy on Xinjiang economy since the second half in the year 2003, during which overinvestment and inflation originally had not existed. It gives suggestions that it is necessary to construct local financial system to fit for local economic development. It also suggests that it is needed to take differential financial control policy according to the different levels of regional economy development and non - synchronous developing cycle.
