关于陕北资源开发中若干问题的思考

摘　　要：西部虽然有丰富的资源,但资源开发未能起到发展当地经济的作用。中央直接管理、垄断开发和经营的体制,使地方参与资源开发的领域受到严格约束,造成利益分配关系严重扭曲。资源利益分配制度应充分考虑资源所在地的利益,实行资源所有权的多主体所有,是西部资源开发有效带动当地经济发展的制度保证。Although Western area has rich resources, but the resources development has not been able to undertake the responsibility of the local economy development. The system of the central government direct management and the monopoly develops causes the field which the local government participates resources development was strictly restraint, creates the benefit assignment relations seriously distort. The resources benefit distribution system should fully consider resources locus benefit and the implementation resources property rights owned by multi agent is the system guarantee of the western resources development to lead the local economy development effectively.
