摘　　要：本研究,在分析哈尔滨市第一阶段和第二阶段节能指标构成的基础上,分析了第三阶段节能时,供热系统的节能潜力以及建筑物和供热系统各自应承担的节能比例。提出了第三阶段节能时,哈尔滨的各种节能指标,并利用实例证明所确定指标的合理性。This research analyzes the energy saving potential of heating system and the energy saving proportions taken by the building and the heating system respectively on the third step of energy saving, which is based on analyzing the energy saving indexes of first and second steps in Harbin. All ldnds of energy saving index on the third step in Harbin are brought forward and the rationality of the decisive indexes is proved by using examples.
