基于协作体的电子政务协同工作模型的研究

摘　　要：在分析了电子政务协作关系的基础上,根据协同工作的具体特点,提出了以协作体为基本单位,构建了基于协作体,由组织模型、任务模型、过程模型和资源模型组成的四层协作模型组成的电子政务协同工作模型.模型的建立解决了已往协同工作模型对电子政务协同工作方式,以及组织、任务、过程和资源各协作因素相互支持不足等问题,反映了电子政务中嵌套层次式协作关系,为建立高效的电子政务协同工作环境奠定了良好基础.According to the requirements and characteristics of electronic government cooperation relation, the unit cooperating-space with autonomy and coordination is designed. Based on this cooperating- space unit, a new government cooperation work model composed of organization layer, task layer, process layer and resource layer is built. This model explains nested hierarchical relations of the electronic government cooperation . It solves the problems existing in the past cooperation models which were short of supports for the electronic government cooperation relation, cooperation way and factor relation for cooperation. The model can improve the electronic government cooperation capability and efficiency in the electronic government environment.
