摘　　要：农村合作金融机构作为支持"三农"发展的农村金融支柱力量,其开展外汇业务(包括结售汇业务)的要求正在提出并逐步增大。该文分析了农信社开办结售汇业务的必要性和存在问题,并提出了改善农信社外汇业务经营环境,以及加强农信社开办结售汇业务管理的几项措施。As the rural financial pillar supporting “farmers, rural areas and agriculture”, rural cooperative financial institutions are gradually raising their requirements for developing FX business （including FX sale and purchase ）. This paper analyzes the necessity for rural credit cooperatives to launch FX sale and purchase business and the currant challenges and proposes several measures to improve the business environment of rural credit cooperatives＇ and strengthen the regulation of rural credit cooperatives＇ FX sale and purchase business.
