摘　　要：行政督察专员制度源自于南京国民政府,抗日战争和解放战争期间在陕甘宁边区得以广泛实行和发展,边区政府依据实际需要,在领导体制和行政体制等方面对此加以创新,形成了具有边区特色的行政督察专员制度。这一制度及其管理经验对新民主主义革命政权的建设和中华人民共和国的地方制度建设产生了重要和深远的影响。The administrative executive supervision commissioner system in ShanGanNing Border Area invoked directly KMT. During the anti-Japan war and the liberation war, the system was practiced and developed widely; the Border Area government innovated in leading system and administration system, and formed the Yan＇an feature. This system and its experiences had profound and lasting impacts on the construction of the new republic revolutionary power and the local governments of the PRC.
