摘　　要：国民政府移植苏联经济模式，不是全盘照搬，而是有较大的变通。资源委员会是国民政府学习苏联制定各种计划和主办国营事业的主要机构，也是国民政府公营事业的主要策划者和主办者；盛世才、蒋经国或在苏联顾问直接指导和帮助下，或下意识地从知识储存中调取苏联经验，试以苏联经济体制来建设“新新疆”或“新赣南”。这些试验不能像俄国苏雏埃政权和新中国建立初期那样，有“无产阶级专政”的暴力强制。也不存在某些新生革命性政权有着的那种信仰的纯洁和初始的激情，故注定只能停留在某些特定的领域、特定的地区和特定的时期（战时），始终没有也不可能全面铺开或推广。The national government of China in 1930s made some change when transplanting Soviet economic mode. The Resources Committee was not only an institution to make various plans and to manage state-owned enterprises but also an institution to manage public utilities. With Soviet councillors＇ direct guide or consciously learning from Soviet experience, SHENG Shi-cai and JIANG Jin-guo tried to construct a new Xinjiang and a new Gannan. Without the guard of the dictatorship of the proletariat and the drive of passion, such experiments could only be carried in some particular regions in a particular period and couldn＇t be popularized.
