摘　　要：BOT模式作为政府与项目公司合作运作城市污水处理厂建设的一种融资方式,不仅具有提高建设效率、控制成本、增加项目运作透明度等优点,同时对于健全政府财政投资项目的风险约束机制、强化投资主体责任、控制项目投资规模和提升工程质量、提高资金利用的经济效益和环境效益都起到了积极的作用。该文介绍了城市污水处理厂BOT建设模式的操作程序,对BOT建设及运营进行了风险分析,并对风险控制对策开展了论述。BOT is a kind of financing methods for which governmental body and project company could be cooperated in municipal wastewater treatment plant construction. It＇s not only favorable for enhancing construction efficiency, cost control and improving transparency of project operation, but also useful for risk restriction of the government financed project. The BOT mode is helpful for strengthening the responsibility of the main investment body, controlling the project investment scale and engineering quality, increasing the economical and environmental benefits, etc. This article briefly introduced the operation procedure of the BOT mode in municipal wastewater treatment plant construction, and discussed the risk analysis and risk control in the construction and operation of BOT projects.
