摘　　要：通过对西安市生活垃圾管理现状进行调查与分析,发现尽管西安市生活垃圾管理体制在朝着资源化、市场化、产业化方向发展,但还存在诸多缺陷.运用科学发展观理论,提出了一些相应的决策建议:(1)调整生活、生产与消费习惯;(2)建立产品准入市场制度;(3)实施环境公益诉讼制度;(4)建立合理的垃圾处理费征收政策;(5)将城市垃圾与工业垃圾统一为固体废物管理;(6)发行环保彩票等.The Xi＇an life garbage administration present situation is investigated and analyzed. A lot of shortcomings which still existed in the orientation informed in the resourceization, marketplaceization and industralization are discovered. Some adaptive proposals based on the science view of development theory are proposed, such as regulating the habit of the life, produce and consumption, establishing the marketplace system of the produce permitting, implementing the litigation institution of the environment public welfare, drafting the reasonable charge policy of the garbage handled, integrating the municipal refuse with industrial garbage together into the administration of solid waste, issuing the lottery tickets of the environment protection.
