摘　　要：全球化时代的反恐怖斗争需要以国际社会的广泛合作为基础。在促进和维护国际反恐合作的过程中,国际制度发挥着不可或缺的重要作用。然而,由于当前国际反恐怖制度的合法性尚未充分确立,导致反恐怖斗争常常处在混乱与无序之中。因此,为提高国际反恐怖斗争的秩序化程度,推动反恐合作顺利开展,需要大力加强国际反恐怖制度建设,发挥好国际组织在制度建设中的主导作用。This article holds that international institutions play an very important part in putting the actions of combating terrorism in order. But in reality, owing to various issues, the international anti-terrorism institutions have not come into full play and their legality has also not acknowledged by many states. In order to combat terrorism smoothly, we need to put the international organizations into more significant status and push ahead with the construction of the anti-terrorism institutions constantly.
