摘　　要：农民权益保障是指防止权益受到侵害,确保权益最终实现的制度化保护。当前农民土地权益和城市农民工的权益问题最为突出。解决失地农民的生活保障问题,是维护农民土地权益的关键。城市农民工不应成为生活在城市的“边缘人”,其合法权益应该予以保障。要用以人为本理念推进农民维权事业。To protect peasants＇ rights and interests means to prevent the peasants＇ rights and interests from being infringed and assure their rights and interests to be finally protected by the system. Currently, the issues, that is, the peasants＇ rights and interests on land as well as the fights and interests of those peasants working in the urban area, are obvious. It is crucial to solve the living problem of peasants, who have lost their land, so as to protect their rights and interests. Peasants working in the urban area should not be the “marginal people” living in the city, and their legal rights and interests should be protected. The people - oriented concept should promote the cause of keeping peasants＇ rights and interests.
