资源型城市战略制定的理论依据与模式选择

摘　　要：文章在对“资源型城市”、“城市发展战略”、“城市可持续发展”及“城市竞争力”4个方面进行文献检索与分析的基础上,评价了指导城市发展战略制定的理论依据,讨论了资源型城市发展战略制定的目标、理论基础、决定因素及模式选择问题。文章认为,波特的竞争优势理论可以作为资源型城市发展战略制定的理论依据;增强城市竞争力应该作为城市发展战略制定的一个总体性目标。最后,作者提出了动态化城市战略制定模式。Based on the literature analysis and retrieval about “resource-based city, development strategy of city, sustainable development of city and competitiveness of city”, this paper evaluates the theory base to direct and establish the development strategy of city, discusses some problems on establishing the development strategy of resource-based city such as the aim, the theory base, the decisive factors, the models and so on. This paper points out that Porter advantage competitiveness theory can serve as the base to plan the development strategy of resourcebased city, and increasing of competitiveness of city can serve as an overall aim. The authors also offer a dynamic model of planning strategy of city based on different maturity.
