摘　　要：制度环境和社会环境的制约,使我们目前看不到解决"药价虚高"To critisize morally is always simple and pleasant.Wherever,it's fairly frustrating when you find the causes of current heart-struck situation with your sense finally, it turns out that you areunable to change even a bit. The disscusion that nearly everyone takes part in about 'irrational high medicine price' and howto solve it shows: due to the ristriction of institutional and socialenvironment, we can not see a persuasive solution of the'inrational high medicine price' problem currently.
