摘　　要：文章就需要说明理由行政行为的范围,行政行为说明理由具有的控制行政权力、提高行政效率和有利民众监督的价值,行政说明理由的时间、方式、内容和质量要求等有关规则作了阐述,并在行政说明理由的范围和价值方面提出了自己的一些看法。This article interprets the scope of administrative act needs to give reasons, its value in controlling administrative power, improving administrative efficiency and enforcing social supervision, its rules about the time, methods, contents and quality requirements. Meanwhile, the article puts forward some views on the scope and the value of the administrative act needs to give reasons.
