摘　　要：为了解决“规制机构对自然垄断行业的经济规制是否有效”这一问题,深入地分析了政府经济规制的公共利益理论、俘虏理论、经济理论、完全可竞争性理论、有效竞争理论、新规制经济学在这一问题上的主要观点,考察了发达国家经济规制的历史与发展趋势,提出了现阶段我国对自然垄断性行业进行经济规制的若干政策建议。To solve the problem which economics regulation to natural monopoly finn is or is not effective,the paper deeply analyzes the major point of view about the problem in the government economics regulation＇s public interest theory, captured theory, econornics theory, contestable theory, effective competition theory and new regulation economics, reviews the developed countries＇economics regulation history, predicts their tendencies. According to these, we puts forward some policy suggestion which Chinese government should execute economics regulation in the natural monopoly industry presently.
