摘  要:流域水资源配置解决的主要问题是确定不同天然来水情况下的省际规划出境水量,以及平原地下水规划开采量和入海水量。省际规划出境水量是流域水资源管理的基础指标,平原地下水规划开采量和入海水量是反映生态状况的指标。结合严重缺水的海河流域,研究并提出采用典型年法进行水资源配置的技术路线,提出2010规划水平年满足各项控制指标条件下省际配置分区经济社会发展的可利用水量。The fundamental issue with water resources allocation of river basin is to define outflow between provincial boundaries under different natural inflow, as well as planned abstraction of plain groundwater and quantity of water entering into the sea. Planned outflow between provincial boundaries is the basic index for water resources management in the river basin, and planned abstraction of plain groundwater and quantity of water entering into the sea are indexes representing the ecological condition. Taking Haihe River Basin with severe water-shortage as an example, technical route of water resources allocation by using typical year method is studied and suggested, and water availability for provincial economic and social development under the condition of satisfying all control indexes in the planning year of 2010 is proposed.
