摘　　要：为了落实科学发展观,实现经济社会全面、协调、可持续发展,必须改革政绩指标。有的学者提出将目前的GDP指标改为绿色GDP指标,即在现有的GDP指标基础上加上一些环保和社会指标。但是,绿色GDP是治标不治本的办法,它不能解决GDP指标本身的缺陷,治本的办法就是建立起符合科学发展观的政绩指标GNP+SCC。In order to implement scientific development view, realize the coordinated and sustainable development for the economy and the society in an all-round way, we must reform governmental performance index. Some scholars put forward changing the present GDP index into green GDP index, namely, add some environmental protection and social index on the basis of existing GDP index. However, green GDP is the method of taking temporary solution rather than effecting a permanent cure. It can＇t solve one＇s own defect of GDP. The ultimate measure rests with setting up the governmental performance index GNP plus SCC that conforms to scientific development view.
