摘　　要：本文简述了中华人民共和国国家卫生标准《鼠疫控制及其考核原则与方法》研制的时代背景和此标准报批稿的形成始未。文中还介绍了该标准认定的适用范围、宿主动物密度、病原学和血清学检测等多项控制标准值，以及为满足考核所需要的统计抽样、样本含量和技术方法等。This paper describes the background of development and formulation of criteria for plague con-trol,the principles and procedures of check-up on performance of the criteria,sampling rnethods and samplecontent,surveys of animal density,and methods and techniques for etiological and serological examinations.The value of control criteria for host-density is equal to or less than 0.1 animal(fixed-point visualmethod)per hectare for marmots(including Marmota baihacina,M. caudata and M.himalayana,the same be-low),equal to or less than 0.2 animals(area surveying by bow-clamp method)per hectare for susliks(includ-ing Citellus dauricus,C.alaschanicus and C.undulatus,the same below)and Meriones unguiculatus,and equalto or less than 1.0%and 2.0%, respectively(clamp-day method) for domestic and wild Rattus flauipectus.The value of control criterion for flea index of Xenopsylla cheopis parasitized on the body of R.flauipec-tus is equal to or less than 0.5.The etiological and serological control criteria are that no plague bacillus is detected in every host animalspecies and its ectoparasited for 10 successive years and that the annual positive rate for serum F1 antibody inprincipal hosts in recent two decades is equal to or less than 1.0%for marmots,equal to or less than 0.2%for susliks,M. unguiculatus and R. flauipectus,and equal to or less than 2.0% for“indicator”animals. Thepositive serum titer should not exceed 1:160(test tube method).The criteria require that no human cases of plague occur for 20 successive years and that the populariza -tion rate of knowledge on plague control in inhabitants is 50%and over for rural areas and 70%and over forcities and towns.
