摘　　要：上海电气集团在2004年将净资产为65亿的核心资产对外招商合作组建了合资公司后，其旗下300多家没有进入核心产业的中小企业归入了集团下属的上海电气资产管理有限公司。With the marching of Shanghai SoEs reform, the paces of Shanghai middle and small size enterprises reform are quickening. Recently, Shanghai SASAC has signed a Responsibility Document of Standardizing Shanghai Small and Middle sized State-Owned Enterprises system reform with Shanghai Electric (Group) Company, Shanghai Land Group and Shanghai Jiaoyun Group, the three are all invested supervision enterprises. This means that 3 large SoEs have become the first group which got authorization from Shanghai SASAC to carry out middle and small sized system reform. Their rights and responsibilities have been cleared which quickened the step of system reform. Sources from Shanghai SASAC told the reporter that the content of this authorization lies mainly on three aspects: the first is the transferring of enterprises assets evaluation rights to the lower level which means authorized enterprises just need to report the assets evaluation results of middle and small enterprises to SASAC; the second is the transferring of pricing rights to a lower level, which means that the authorized enterprises can decide by their own the price of transferring enterprises, which have to go to the SASAC for permission before when the transfer price is lower than the evaluation price; the third is that the authorized enterprises can check and ratify its own payout of system reform.
