摘　　要：加强生活垃圾的环境管理是一个系统工程,需要多方面的工作。尤其是县级以上各级人民政府,依法负有统筹安排、促进生活垃圾“减量化”“资源化”“无害化”的职责,应当将这项工作提上重要日程,从多方面、多角度推动建立和完善生活垃圾污染环境防治的社会服务体系。Strengthening the environmental management fordomestic wastes is a systematic work and needsefforts in many aspects. Particularly the people?sgovernments above county level are legally re-sponsible for the unified arrangement and pro-motion of domestic waste reduction, beneficialand harmless treatment. This work should beraised to the important agenda to push the estab-lishment and completion of the social servicesystem for controlling pollution due to domesticwaste from multi-aspects and multi-angles.
