摘　　要：In present day China, if the income gap is greater than 1：1.5, there will be cross-enterprise labor flows; if greater than 1：2, there will be cross-regional movements; and if greater than 1：10, then cross-national migration will be inevitable. It can be said with certainty that the Chinese labor exports are not too great but too little. The reason for this is insufficient experience and effort on the part of the Chinese society in opening up the labor market abroad rather than the quality of the Chinese people. Shady intermediary agencies seize this commercial opportu- nity and drag it into a quagmire of underground economy and crime. Language barriers and a low level of education are difficulties that can be overcome. In fact they were overcome when the Chinese went to Southeast Asian countries in ancient times. The United States, Europe, Japan and Australia are not the whole world.
