摘　　要：建立和完善渔民的最低生活保障制度势在必行,本文充分分析了在全面的渔民社会保障制度形成之前,先建立起渔民的最低生活保障制度的必要性,并探讨了如何建立渔民的最低生活保障制度。establishing and perfecting the bottommost life security institution of fisherman is imperative under the situation, this article analyses the necessity of establishing the bottommost life security institution for the fisherman before the comprehensive social security institution is formed, and this article also discusses how to establish the bottommost life security institution of fisherman.
