摘 要:有专家指出,21世纪国际政治所寻求的将不再是军事、经济的“硬”力,而是文化的“软”力,国家的对外国力也将依靠文化的魅力。近年来,日本政府调整国策,立法支持和发展文化产业,保护和开发文化产品。从重视制造业到重视创造业的结果,以影像、游戏、音乐等为主体的文化产业发展迅速,不仅国内外市场占有额不断扩大,同时带动国内相关联的产业共同发展,而且在国际市场也获得良好声誉。从日本内容产业的市场现状和发展预测中我们有理由相信:优秀的内容产品就是宝贵的文化资源、外交资源和旅游资源。内容产业不仅对社会文化进步起到了巨大的推动作用,而且由此创造出巨大的文化财富和经济价值。It has been pointed out by experts that it is not any more military and economic kind of “hard” power that international politics is seeking in the 21st century, but it is cultural kind of “soft” power that it is going after and nations' foreign-oriented power will also be built upon their cultural charm. Japan has readjusted its national policies in the recent years and created laws to support and promote culture-related industries and to protect and develop culture-related products, thus shifting stress from upon manufacturing industries to upon creative contents industries. Under such policies, culture-related industries including images, games and music have developed rapidly, promoting the development of other related industries at home and taking greater and greater shares of market overseas. We have sound reasons to believe, judging from the status quo and prospect of Japan's creative content market, excellent creative content products mean precious cultural resources, diplomatic resources as well as tourist resources. They will not only greatly propel the progress of a society's culture, but also create huge amounts of cultural wealth and economic value.
