摘　　要：本文根据近年来的最新调查资料,针对长期以来地下水开发实践中存在的主要问题,提出加快调整深层承压水开采布局、充分开采利用浅层水和改变西北内陆盆地水资源利用方式的建议。Based on the investigations carried out recently, main issues arising from groundwater utilization in large plains and basins of China were analyzed in this paper. Subsequently, it is suggested that three countermeasures may be helpful in managing sustainable utilization of groundwater resources in these areas： readjustment of groundwater exploitation from deep-seated confined aquifers, adequately utilizing shallow groundwater,and changing the manners in exploitation and utilization groundwater resource in the endorheic basins of northwestern China
