摘　　要：集体建设用地流转是市场经济发展的必然。解决集体建设用地流转中所有问题的关键是以保障农民利益为出发点,做到以下六个方面:明晰土地产权关系;划清流转范围;打破城乡二元结构;实行最低保护价;实行收益合理分配制度;增强行政部门服务功能。The moving of collective construction land right is the outcome of market economy. The key point to resolve the problem confronted with during the moving is to guarantee the farmers＇ basic benefit. The following six steps are helpful to reach the goal： to make the land property right perspicuity; to confirm the range of the moving, to break the urban and rural duality construction; to execute the lowest protect price; to execute reasonable lucre allocation system; to enlarge the functions of government services.
