广东省48所营利和非营利医院的制度环境分析

摘　　要：为了解相关卫生政策导致的营利、非营利医院的行为差异,对广东省48所医院进行了问卷调查。结果表明,在市 场经济发育相对充分的地区,除了医务人员招聘和晋升外,医保定点、新项目申请、提供急诊急救和预防保健服务等行为在两类 医院之间存在着明显差别,而这一差别主要原因在于政策导向。建议卫生行政和相关部门修订相关政策,为两类医院的发展营 造公平竞争的环境,推进城市卫生体制改革的进程。This research aimed to understand behavioral defferences between for profit and not for profit hospitals resulted from relevant health policies and regulations.Questionnaire survey was carried out in 54 hospitals of two kinds.It was found that in economically well developed areas such as in Guangdong Province,although there is no difference in health care personnel recruitment and promotion,there are other restrictions existed to for profit hospitals,such as certificated by health insurance,application for new service items,provision of emeironment of relevant health policy, and preventive care.Suggestions on improvment of relevant health policy,and creation of equitable compertitive institutional environment for these two kind of hospitals were raised for progress of urban health care reform.
