摘　　要：建立成本型政府的研究,是在分析政府公共行政环境变化的基础上,借鉴西方“新公共管理学派”的研究和实践成果,引入企业运作机制中的有关原理、方法建立的适应中国目前行政环境变化和行政体制改革方向的“新公共管理”政府模式。其目的是要通过对内外部资源的整合,降低行政成本,提高行政效益。Based on the analyzing the changes of government＇ s public administrative environment and drawing lessons from the research of “new public management” in the west , the research on the Establishment of cost - focused government introduces the relevant principles, method, techniques in enterprise＇ s operation mechanism, which meet China administration environmental changes, including “the new public management” government reform. Through the merger of intermal and external resources, our purpose is to reduce the govemment cost and improve its efficiency.
