用科学发展观统领农业循环经济发展

摘　　要：贯彻和落实科学发展观,就是要依靠科技进步和创新,转变传统经济增长方式,走有效利用资源和保护环境为基础的农业循环经济之路。通过采用节能、环保、绿色、清洁生产等一系列农业高新技术,构建以生态农业为核心的“低消耗一无污染-高产出-再利用-佳效益”的生态与经济及社会协调发展的农业循环经济模式,把经济活动对资源环境的影响降到最低程度,循环利用农业资源和提高环境容量,以科技创新突破资源与环境的瓶颈约束,实现人与自然长久和谐,生态、经济、社会与环境协调发展。Implement the scientific development views are depending science and technology progress, the innovation and transforming of traditional economic growth, utilizing resources effectively and environmet protection through cycle agricultural economy. By means of energy saving, environmental protection, green production and a series high and new techniques, we construct the model of cycle agricultural economy as“Low consumption—No pollution—reutilization —fine benefits”. The model of cycle economy cuts down the resources costs, utilizes fanning resources and raises environment capacity, it is a breakthrough with science and technology innovation, and may achieve harmonious development between people and environment, realize ecological, economic, social and environmental unification.
