农业保险、粮食“直补”对农民福利的影响及比较——以上海市宝山区长兴岛长征村为例

摘　　要：通过对长征村的实地问卷调查,将农业保险与粮食直接补贴政策对于农民福利影响的问题进行了比较研究。认为农业保险与粮食直接补贴的作用不尽相同,对于风险较小地区的补贴采用粮食直接补贴比采用农业保险补贴能够起到更好的提高农民福利的作用。可以采用农村保险的方式将农业保险纳入到农村社会保障体系以更好的解决农民面临的风险和问题。A comparative study on the effects of crop insurance and direct grain-growing subsidy on farmers＇ welfare was made through a questionnaire. The results showed that the effects of crop insurance and direct grain-growing subsidy were different, and adopting direct grain-growing subsidy could have a better effect on raising the welfare of farmers in a less natural risk area. The rural insurance can be adopted to bring crop insurance into the rural social security system so that it will be better to deal with the risk and problems that face farmers.
