摘　　要：从节水型社会的提出背景出发,对节水型社会的制度建设和指标体系建设等方面进行了思考和分析,提出了节水型社会建设的对策,建立政府调控市场调节和大众参与的水资源运行机制。Starting with the suggestion background of a water-efficient society, this paper makes a ponderation on such respects as the social system building and the index system building for a water-efficient society and puts forward the measures for the water-efficient society building ： establishing an operating mechanism for water resources in which governments control water resources, markets regulate water resources and the masses participate in management of water resources, setting up a scientific and reasonable water price mechanism and carrying out a water resources managhnent system in which cities are integrated with villages.
