摘　　要：投入不足是制约农业和农村经济发展的突出问题,建立责权利相一致的能持续稳定增长的投入机制是当务之急。政府、银行、农民和社会投资者等不同的投入主体,其资金实力、投入能力、价值趋向和责任义务各不相同,必须充分调动各方面积极性,建立一个具有合力、多位一体的投入体系。It is an outstanding problem of restricting agriculture and rural economy development to invest insufficiently, the input mechanism that be able to increase continually and steadily of setting up the responsibility with compatible fight is the task of top priority. Such different input subjects as the govement, bank, peasant and so- cial investor, etc. Its fund capability, invest ability, value to tend to, and responsibility have nothing in common with each other in free, must arouse of various fields enthusiasm fully, Set up one have join forces, many persons of integrative input system.
