中国城市规划管理的改革方向与目标探索

摘　　要：根据不同的行政历史和体制，当今世界的城市规划主要有两类，一类是以英国为代表的“指导型的规划”体系；第二类是以欧洲大陆为代表的“控制型的规划”体系。这两种规划体系各有利弊。按照城市规划管理的功能目的和基本原则，提出了中国城市规划管理的改革设想，针对当前规划管理的缺点，提出形成战略性的规划和规划管理框架的建议以及规划管理的模型。There are two categories of planning system in the world depending on different administrative mechanism and historical perspectives. One is “Discretionary System” with British planning as representative. The other one is “regulatory system”, which is common in Europe. There are merits and weaknesses for each of these two categories. According to the fimctioning targets and basic principles of urban planning management, the author has raised reform proposals for planning management, and suggested planning management model and strategic planning and its management framework based on existing weaknesses in China.
