东北老工业基地区域整合发展的协调机制

摘　　要：东北地区协调发展是振兴东北老工业基地战略的量要组成部分。实现东北地区协调发展，必须构建有利于促进区域经济协调发展的机制 在明确构建东北地区协调发展机制的背景以及重大意义的基础上，分析了构建东北老工业基地地区协调发展机制在区位临接性、经济互补性、“振兴东北”等方面的优势条件以及在市场分割、利益矛盾等方面的约束，进而有针对性地提出东北老工业基地应在区域行政协调、政策整合。The coordination development of the northeast area of China is the important constitution of the strategy that promoting the Northeast Old Industrial Base. The paper discusses that the realization of coordination development of the northeast area, must establish a mechanism which is advantageous to promote coordination development of regional economy. Basing on the background and great significance of explicitly, the paper analyzes the superiority condition on the aspects of adjoining to the position, economical supplementary, “promoting the northeast” and so on about constructing coordination development mechanism of the northeast area., and the restraint on the aspects of market division and benefit contradiction and so on. Then the paper proposes that the Northeast Old Industrial Base should construct the coordination mechanism on the aspects of regional administration coordination, policy conformity, market integration and benefit sharing.
