摘　　要：生物技术是21世纪最重要的技术创新领域之一,以此为基础的生物经济将是人类即将进入的潜力巨大的新的经济形态。以美国为首的发达国家,在生物技术和生物经济发展领域走在了前列,本文试图通过对他们各自生物技术产业发展政策的系统描述,探寻其成功经验和失败教训,并以此为基础提出我国生物技术产业发展的政策建议。Biotechnology is one of the most important fields of technology innovation in the 21st century. The bio - economy on base of that will be the new form of economy, which has enormous potential. Developed countries, headed by America, are on the foreland of biotechnology and bio - economy development. This thesis tries to mouse out the successful experience and the abortive lessons through describing each biotechnology industry development policy of them by the numbers, and then put forward the policy suggestions on a base of them.
