转轨时期俄罗斯政府在技术创新中的地位与作用

摘　　要：由于政府失灵使得经济转轨初期俄罗斯在技术创新中的创新绩效不佳。经济转轨新时期俄罗斯政府在技术创新中从被动到主动,从主动到创新,加快政府职能补位,并在更高层次上努力实现政府行为创新。在经济转轨时期政府行为创新应成为在技术创新的所有转轨国家的普遍取向。这种政府行为创新将有效地解决经济转轨过程中技术创新的双重失效问题。Russian didn＇t have better performance in the technical innovation in an initial stage of the economic shunting period due to the government＇s failure. In the new time of the economic shunting period, Russian government becomes initiatively in the technical innovation, changing former passive attitude, and then becomes innovative to quicken the government＇s supplementing of its function, and try to realize the innovation of the governmental behavior in higher level. The innovation of the governmental behavior in the economic shunting period should become a universal orientation of all shunting countries that are innovating teehnieally. This innovation of the governmental behavior will effectively settle the dual invalidation problem of technical innovation in the economic shunting course.
