摘　　要：为积极贯彻落实中央治水方针和水利部治水新思路,大力推进水利法制体系建设,确保水资源的可持续利用,结合青海省水政工作的实践,阐述水行政执法建设的体会、存在问题和对策措施,以达到进一步推进依法治水、管水和用水工作,构筑和发展和谐社会。In order to actively carry out and implement policy of the Central Principle for regulating rivers and watercourses as well as the new thinking about regulating rivers and watercourses of the Ministry of Water Conservancy as well as to greatly advance the construction of the legal system of water conservancy for ensuring the sustainable utilization of water recourses, so in the combination with the water working practice in Qinghai Province, the paper states the understanding of water administrative law construction, the existing problems and countermeasure to advance further the work for regulating rivers and courses, water management and water utilization as well as to build and develop a harmonious society.
