摘　　要：2002年,《中共中央、国务院关于进一步加强农村卫生工作的决定》颁布,明确了对乡镇卫生院的改革目标。但时至今日,乡镇卫生院的改革仍阻力重重。笔者认为,当务之急是发挥政府在卫生院改革中的主导作用,自上而下,系统、全面地推进卫生院的改革。Chinese Central Commission of Chinese Communist Party and State Council＇ s Decision about Strengthening Rural Health Work was issued in 2002, which made sure the reform objective of township hospitals. But there are still a lot of obstacles to this day. I think the government should play dominant role in the reform of township hospitals and the reform should be carried out systematically and comprehensively from top to bottom.
